It's a few, simple steps:
1. Select a picture
2. Modify the top and bottom parts of that picture
3. Set the modified picture as wallpaper for your home screen
Status bar and dock bar are transparent and translucent om iOS7, and you'll love the effect you will achieve.
IMPORTANT: this app does not let you customize dock bar or status bar on your home screen. The effect is achieved solely by using a custom wallpaper that is partially visible through status bar and dock bar.
